Concise comments should support the performance traits with specific, verifiable accomplishments. Show personal contribution and mission or command impact. Use ordinary language, useful numbers, and clear attribution.
The current CHIEFEVAL uses NAVPERS 1616/27, seven CPO traits, and separate trait-comment spaces. It is not a larger Block 43, and this writer intentionally does not generate it.
Duties and months; customers and equipment; individual and team accomplishments; supervision and subordinate development; resources; instruction and counseling; qualifications, courses, awards, education, civic activity, and future duties.
The performance cycle starts before the write-up: expectations should be set within 30 days, with counseling during the report period. The standard EVAL form is also used as the performance-counseling worksheet. Your end-of-cycle input should build on that record—not be the first time performance is discussed.

Detachment, promotion/frocking, concurrent, special, and other occasions have separate rules. Regular periodic E9 reports were removed by NAVADMIN 132/26.
A member can provide facts. The reporting senior owns current peer comparison, forced distribution, recommendation, and final content. This site carries exact current-report command wording only after explicit attestation.

The EVALMAN limits Early Promote to 20 percent of each enlisted summary group, rounded up. For E5-E6, Early Promote plus Must Promote is limited to 60 percent, rounded up. E1-E4 have no combined EP+MP limit. Use Table 1-2 for groups of 30 or fewer and the instruction's special rules.
